The organization provides legal harm reduction services for drug users, like clean needles and pipes for smoking drugs such as methamphetamine and crack cocaine. However, there have been concerns from neighbors about open drug use and crime on Clarke Street, where the safe recovery center is located. And Howard Center officials say they will no longer be giving out pipes at the center.

They blame state funding, which is running out, and say the services are expected to end later this month.

“We are absolutely concerned. We wish we had the funds to continue those services. We want people to stay safe. We want people to stay alive and to have as many resources as they need to do that,” Charlotte McCorkel, with the Howard Center, said.
