That’s why the candidates running for president have plans to tackle the crisis head on … Candidate Andrew Yang is proposing decriminalizing heroin altogether … She’s proposing $100 billion over the next 10 years, paid for by a tax on the ultra-wealthy. “Some of the funding would go toward Naloxone. Some of the funding would go towards prevention efforts. Some of the money would go towards law enforcement initiatives,” Sullivan said.
